Pending ReFraming Justice Bills

Let your representatives know that you support Sentencing Reform in Arizona!

HB2270 — Earned early release credits

This bill would restore fair and proportionate sentencing in Arizona by allowing people incarcerated in prison to have the opportunity to earn time off their sentence for good behavior and program participation.

HB2362 — Expungement; arrest; conviction; sentencing records

This bill would allow people with various levels of interaction with the criminal punishment system to have their public record expunged through a process overseen by the court. This change will allow people to obtain employment and find housing.

HB2424 — Undesignated felony; misdemeanor designation

This bill would fix an ongoing issue with Class 6 Undesignated Felonies in the current system. Under HB2424 these would automatically be designated as a Class 1 misdemeanor. Only if a person fails to complete their programming requirements would the crime become a Class 6 felony.

HB2148 — Syringe service programs; authorization

This bill would decriminalize syringe needles when obtained from an established syringe service program for users, volunteers, and staff. Programs can be developed under the city, county, or organizational level.

HB2245 — Mandatory minimum sentences; judicial discretion

This bill would allow judges to have discretion to implement shorter prison sentences based on the context of the crime, mitigating factors and if the mandatory length of time does not actually do anything to increase public safety.

 HB2361 — Sentencing; repetitive offenders

This bill would repeal a problematic aspect of the “repeat offender” sentencing enhancement in Arizona. This repeal would prevent those who have not previously been convicted of a felony from being charged as a repetitive offender.
